Fascia is the strength soft tissue which holds out muscles and bones together. It is a layer of soft tissue which is rich in collegen. Collegen is the molecule which gives a tendon its strength. On a cut of meat it is the gristle. A hernia is an injury to or a tear of the fascia which holds our abdominal organs inside. A hernia repair is a repair to fascia, not muscle.
